Sobyanin announced the formation of a “social” project for the Moscow budget until 2026

Moscow Mayor Sergei Sobyanin announced the completion of work on the draft city budget for 2024-2026. This is what he’s talking about reported in your Telegram channel.

He clarified that, as in previous years, half of the budget expenditures will be directed to social support for Moscow residents, healthcare, education and other social events. Sobyanin promised to continue to provide support to the participants of the special operation and their family members.

Another 44% will be allocated for the construction and reconstruction of subways, roads, hospitals, schools, etc. In particular, Sobyanin noted that over the next two years a school renovation program will be launched and the renovation program will be doubled.

In addition, Sobyanin announced an increase in the minimum pension in Moscow. In particular, in 2024 the minimum pension with city supplement will be 24,500 rubles. This year the minimum amount of this payment is 23,313 rubles. It is expected that from January 1, 2024, the amount of benefits and payments to older citizens, families with children, and disabled people will be indexed by 5%. In total, the budget provides 615.9 billion rubles. for these purposes, including pensions – 202.3 billion rubles.

The mayor of Moscow also noted that the Capital Healthcare program, under which patients can receive free medicines and medical care, will remain the largest program. In addition, during its implementation, work will continue on the reconstruction of hospitals and the construction of new institutions. Budget expenditures under this program will exceed 593 billion rubles, including compulsory medical insurance funds – 1.015 trillion rubles.

According to information published on the mos.ru portal, Moscow budget revenues are expected to amount to 4.289 trillion rubles in 2024, 4.597 trillion rubles in 2025, and 4.933 trillion rubles in 2026. The annual increase will be no less than 107%. It is expected that by 2026, budget expenditures will increase to 5.143 trillion rubles, while the budget deficit will decrease to 209.9 billion rubles.

In 2023, Moscow budget revenues were planned at 3.746 trillion rubles. In this case, expenses should amount to 4.183 trillion rubles. The deficit was estimated at 436.2 billion rubles. Within SPIEF Sobyanin explained, that in 2023 the deficit is of a technical nature, and admitted that Moscow will emerge with “normal parameters, maybe even a surplus.” At the beginning of October, the Moscow Department of Finance presented data on the revenue side of the Moscow budget for eight months. In particular, as of September 1, 2023, the city budget received 2.731 trillion rubles, which is 72.2% of the planned annual allocations. It is clarified that this figure increased by 12.9% compared to the same period last year.
