“Non-serving Russians can be involved in other training camps in order to receive a military registration specialty. Even if citizens are out of draft age, but not out of the mobilization reserve, they can be called up in order to be trained first. There is nothing for them to do at the training camp. The terms of collection and the number of citizens who will be called up are not specified in the accessible part of the document.
