It is necessary to more strictly regulate the budgetary funds allocated for science, Finance Minister Anton Siluanov said at a meeting of the presidential council for science and education.
“We need concrete results in terms of control over the instruments of budget financing that we have. We need to strengthen control over other types of budgetary funds that are allocated to science, so that there are results, and not publication reports,” said Siluanov (quote according to TASS).
According to him, grants and public procurement, unlike R&D, still do not have benchmarks within the framework of state assignments.
President Vladimir Putin, in turn, noted that the decision to form an integral system of planning and management in science, as time shows, turned out to be absolutely correct. He noted a number of fundamental steps taken over the past two years in this direction.
On February 8, the Day of Russian Science is celebrated. The holiday was established by the decree of the President of the first President of Russia Boris Yeltsin in 1999. It was first celebrated during the celebration of the 275th anniversary of the Russian Academy of Sciences in the same year.
