The Federal Customs Service and the Ministry of Finance have set themselves the task of combating schemes for non-payment of value added tax on imports from the Eurasian Economic Union (EAEU). Finance Minister Anton Siluanov also spoke about the problem of understating the customs value for the sale in Russia of goods that undergo customs clearance in the EAEU.

“The task is to prepare solutions to improve the fight against the illegal import of goods from the EAEU countries into our territory and its actual implementation,” said Mr. Siluanov at an extended meeting of the FCS board (quoted from TASS).

According to the minister, the Federal Customs Service has identified a scheme for evading indirect taxes when moving goods from the EAEU to Russian companies that do not conduct real business activities. As Mr. Siluanov said, the number of goods imported in this way is growing, and “we do not receive VAT.” “In this regard, the task has been set to put a barrier to such operations,” he added.

The minister also believes that it is necessary to create a mechanism in the EAEU “for control using uniform customs value indices, which allows the use of a unified risk management system and which does not allow the use of gray tax evasion schemes.”
