The Constitutional Court allowed the subpoena for questioning of witnesses who signed in support of the nomination of a candidate in the elections. It does not follow from the electoral legislation that the conclusion of a handwriting expert provided at the request of the election commission is irrefutable evidence, according to the refusal decision on the complaint of the former chairman of the territorial election commission from Orel, Maxim Sushkov. The expert says that such an explanation can be considered a breakthrough: until now, the courts, if they agreed to summon voters who signed for a candidate, only in exceptional cases. However, this does not change the presumption of correctness of official experts, he adds.
