Russian Defense Minister Sergei Shoigu signed an order on determining the procedure for organizing the activities of volunteer organizations. About this at a conference call of the department informed Secretary of State – Deputy Minister of Defense Nikolai Pankov.
“The order gives the right to all volunteers to conclude individual contracts either with volunteer units or with the Ministry of Defense as contracted servicemen,” Pankov said, quoted by the press service of the ministry.
He added that when concluding such contracts, social support and protection measures will apply to volunteers. In addition, such measures will also apply to members of their families.
“The order expands the possibilities of recruiting units of the Joint Group of Forces both by military personnel and volunteers, the joint use of military units and volunteer organizations,” the deputy minister specified.
As part of the legislative initiatives of social support for volunteers, which began to be actively accepted after the start of the special operation, it is proposed to equate benefits for members of such formations with benefits for military personnel of the RF Armed Forces. Russian President Vladimir Putin in November 2022 approved amendments on the creation of the Ministry of Defense of volunteer units. In the same month, on November 11, the State Duma adopted a law on granting volunteers who take part in a special operation the status of a combat veteran. Later it was approved by the Federation Council and signed by the president.
According to it, the status of combat veterans is established for volunteers if they enter volunteer formations created by state authorities of the Russian Federation, “contributing to the fulfillment of the tasks assigned to the Armed Forces of the Russian Federation in the course of a special military operation.” And those of them who were injured during this period will also be able to apply for the status of a combat invalid. Veteran status comes with a number of benefits, including monthly payments to military personnel or their families.
