Defense Minister Sergei Shoigu inspected the remote Arctic garrisons of the Northern Fleet. He checked the organization of activities, as well as the fulfillment of the tasks of special forces and units stationed on the Novaya Zemlya archipelago, including readiness for actions to protect and defend critical facilities, reported in the Ministry of Defense. Mr. Shoigu, together with the head of Rosatom, Alexei Likhachev, flew over the Central Test Site of the Russian Federation on Novaya Zemlya, where nuclear weapons were tested from 1954 to 1990. The northernmost school in Russia is located in this settlement; it is designed to train more than 250 schoolchildren in one shift.

In the period from 1954 to 1990, 132 tests of atmospheric, underground, underwater, surface, and ground-based nuclear weapon explosions were carried out on it. Their total power is 94% of the power of all nuclear explosions produced in the USSR.
President Vladimir Putin in July spent meeting on the development of closed administrative-territorial entities and Arctic cities. He ordered the approval of comprehensive long-term plans for the development of Arctic cities in 2024, and their implementation to begin in 2025. Mr. Putin saidthat problems have accumulated in the Arctic zone that need to be addressed. Among them, he named the depreciation of communal infrastructure, which in large cities reaches 70%.
