On October 10, 2023, the State Duma adopted in the first reading bill, according to which bank clients will be able to independently impose a ban on receiving a loan. How to apply for a self-ban right now

Valid from October 1, 2022 order Bank of Russia, according to which clients can independently limit online transactions on their accounts and cards – for example, prohibit issuing loans in their name, withdrawing cash and making large transfers on credit cards.

As planned, the ban on consumer loans and restrictions on credit cards protect Russians from scammers and spontaneous purchases. In practice, issuing such a ban is not easy. You will have to submit applications separately to each bank or microfinance organization. Experts recommend first of all contacting credit institutions where the client’s accounts are open or whose offers and services he has used before.

The forms of applications for self-ban may differ significantly, as they are regulated by credit institutions themselves. Details can be found at the branch or through customer service.

Some banks allow you to enter restrictions directly in the application (for example, Sberbank, VTB, Rosbank, Sovcombank, Tinkoff).

Not all types of credits and loans fall under the control of the Central Bank. For example, you cannot issue a self-ban on car loans and mortgages. If a credit institution refuses to issue a self-ban for other types of loans, for example, consumer loans, you can complain about website TSB RF.

How to apply for a self-ban through Gosuslugi

There is no opportunity to register a self-ban through State Services or at the MFC yet. But it will appear if the bill of amendments to the federal laws “On Credit Histories” and “On Consumer Credit” goes through all stages and comes into force on July 1, 2024.

According to preliminary editorial staff project, to register a self-ban through “State Services” the user must:

  • fill out an application using a special form,
  • enter your passport number and SNILS,
  • sign the application with a non-qualified electronic signature.

If the form is filled out correctly, the user will receive confirmation of entering information about self-ban (also through State Services). Then the information will automatically go to the credit history bureau and become visible to all microfinance organizations and banks. If they ignore the ban and enter into a loan agreement, clients have the right to submit an application and demand that such a loan be canceled within ten days.

How to remove self-ban

The ban on consumer loans can be revoked within a day. If the application is submitted after 22:00 Moscow time, the period will increase to two days.

If necessary, the self-ban can be re-issued. In this case, all periods of prohibitions are reflected in the credit history – with the start and end dates of the restrictions.
