FKU Gostekh, subordinated to the Ministry of Digital Development, has developed a draft methodological recommendations for choosing regional services and information systems for inclusion in a single digital platform of the same name – we recall that it is necessary to stop the practice of state orders for IT systems that repeat each other. The selection will take place on a competitive basis, solutions must meet the criteria of mass character, client-centricity and scalability and will provide an opportunity to reuse successful solutions to other regions and, as a result, optimize resources and processes during digital transformation. At the same time, the center can co-finance the transfer of created services to Gostech to the regions.

FKU “Gostech” has prepared a draft methodology for selecting regional services and information systems for inclusion in the unified digital platform of the same name. The document is posted on the official Telegram channel of the organization. The Gostech platform is designed to solve the problem of optimizing the use of resources and processes during digital transformation. Each state information system (GIS) contains up to 80% of typical functionality, however, the process of using ready-made digital solutions both at the level of the center and regions is only being built (see Kommersant of December 24, 2021).

Among the requirements for selecting regional IT solutions in Gostech are the demand for their use by other regions while effectively meeting the needs of end users, fault tolerance and performance when the number of users, transactions and the amount of processed data changes. In addition, they must have the ability to refine the functionality and comply with the requirements of import substitution and information security. Note that the document provides for a ban on placing on the platform solutions that duplicate the functionality of the services of the Gosuslug portal, as well as existing and planned to create state information systems and services within two years.

The selection will be conducted by the Ministry of Digital Development and FKU Gostech itself, all regions can take part in the competition. The procedure involves several stages: filling out documentation, confirmation by the regions of readiness to reuse services, coordination of client service paths between the participant, the constituent entities of the Russian Federation that have confirmed their readiness to reuse it, as well as state authorities, and approval at the end of the year by industry vice-premier Dmitry Chernyshenko of the final list of services for placement in Gostekh.

The project provides for the possibility of co-financing by the federal budget of the costs of the regions for the transfer of existing IT systems to Gostekh (previously it was supposed to subsidize the creation of such services themselves by 6–12 selected subjects of the Russian Federation in the amount of 50–100 million rubles per project). “With the help of Gostekh, the systems can be scaled to the country, and this is a unique case when the region actually becomes a center of competence for its service. This will help optimize the cost of creating a GIS and speed up the launch of services, ”Kommersant was told at the Ministry of Digital Development.

After selecting and transferring the best IT systems to Gostech and implementing them in the regions that supported this decision, the rest of the constituent entities of the Russian Federation will be able to decide whether to use the solution on the platform or invest their budget in creating their own, which will be more expensive, Kommersant was told in apparatus of Dmitry Chernyshenko. “In case of reuse and demand by the subjects of similar solutions that were not included in the selection, they can also be transferred to Gostekh at the expense of the owner of the service,” they added. As Vasily Slyshkin, director of FKU Gostekh, told Kommersant earlier, digital transformation forms a new practice of horizontal connections between regions, while the selection of regional services for transfer to Gostekh involves its development.
