The State Duma decided on the program of scientific and expert work for 2023. Fractions and committees requested research and recommendations on legislative improvement of issues of patriotic and spiritual and moral education of young people, taking into account traditional values ​​in culture, as well as increasing the prestige of military service. But the traditional surveys of citizens about their attitude to the work of the Duma are absent in the plan.

Last week, the State Duma hosted a meeting of the council on the formation of a program of scientific, expert and research work. The deputies discussed proposals on research topics received from factions and committees. Recall that since 2017, the Duma apparatus has been annually announcing competitions for conducting expert and analytical research to “improve the quality of bills.”

The United Russia faction requested an analysis of the work of educational organizations in the field of patriotic and spiritual and moral education of young people. The party in power is also interested in improving the legal regulation of support and social protection of disabled children.

At the request of the Communist Party of the Russian Federation, experts will develop recommendations on legislative support for the development of the aviation and shipbuilding industries and on improving legislation in the field of Russia’s foreign trade relations based on an analysis of international legal acts.

The Just Russia – For Truth faction is concerned about legal regulation in the sphere of culture “taking into account the priority of traditional spiritual and moral values ​​of the peoples of Russia”. And “New People” is the normative legal support for “the development of additional professional competencies as a factor in improving the quality of human life.”

Most of the research will be carried out at the request of the Liberal Democratic Party. Among them is legislative improvement in the areas of charitable activities in Russia, freight transportation by various modes of transport in modern conditions, medical care using telecommunications and digital technologies, green economy and social responsibility of corporations in foreign countries.

Applications were also submitted by 11 out of 32 committees. Thus, the Committee on Industry and Trade requested the development of recommendations to improve the effectiveness of legal regulation of consumer protection in the context of economic sanctions. Energy Committee – analysis of world experience in regulating the safe operation of linear infrastructure facilities of the fuel and energy complex. Committee for the Development of Civil Society – proposals for improving the procedure for considering citizens’ appeals. Finally, the youth policy committee intends to raise the prestige of military service and the effectiveness of military-patriotic activities in Russia.

At the same time, the list of topics at the council meeting was reduced by almost half compared to the list proposed by the factions and committees (to 23). This is due to the fact that many of the topics are “the same from year to year, but only in different interpretations,” and some have been merged, a source on the council explained. In addition, this time the leadership of the Chamber’s apparatus did not request traditional sociological surveys on the assessment of the Duma’s activities by different target groups.

In 2022, as Kommersant previously reported, the most popular topic of research requests was ways to minimize the damage from sanctions imposed against Russia after the start of a special military operation on the territory of Ukraine. In addition, the deputies summed up the results of the implementation of the expert work program in 2021: 48 studies were conducted, 11 of them were monitoring the enforcement of legislation. The results of the work were used in the preparation of 89 bills, 24 of which have already become laws, according to a report that Kommersant has read.
