Budget spending for next year has reached a historic high. However, financing of the special operation and social guarantees next year are provided in full, said Finance Minister Anton Siluanov.
“Military spending will increase, it will amount to more than 10 trillion rubles, if in general in nominal terms. This is a requirement that we need to achieve the goals of the SBO. And here some kind of, you know, savings are simply impossible, so military tasks are provided with resources,” the minister said in an interview with Naila Asker-zade on the TV channel “Russia 24”.
Mr. Siluanov emphasized that the budget for next year assumes the implementation of all social guarantees to citizens. Indexation of pensions, maternity capital and other social payments is provided. The Minister of Finance noted that maximum budget expenditures are planned for 2024 – more than 36.5 trillion rubles.
The draft budget is currently undergoing its second reading. Mr. Siluanov noted that changes to the budget are possible, but “the vector of budget policy should not change.”
The Ministry of Finance plans to cover the budget deficit with the help of internal borrowing. There was also proposed consider the privatization of individual assets without loss of control by the state.
On September 29, the draft law on the federal budget for 2024–2026 was directed to the State Duma.
