Russia’s budget deficit for nine months previously amounted to 1.7 trillion rubles

The Russian Ministry of Finance presented a preliminary assessment execution of the federal budget for January-September 2023. According to it, the volume of income for this period amounted to 19.734 trillion rubles, expenses – 21.432 trillion rubles. Budget expenditures for the nine months of 2023 increased in annual terms by 9.7%. The budget deficit amounted to 1.7 trillion rubles.
Non-oil and gas revenues – 14.158 trillion rubles, in annual terms they grew by 26%. Oil and gas revenues, according to the Ministry of Finance, amounted to 5.575 trillion rubles. and decreased by 34.5% compared to the same period in 2022.
The ministry attributes the decrease in oil and gas revenues, in particular, to the high comparison base of last year, the decline in prices for Urals oil at the beginning of the year, the decline in prices and the reduction in natural gas export volumes.
According to the Ministry of Finance, in September, oil and gas budget revenues exceeded the monthly baseline for the third time this year. Receipts increased both monthly and year-on-year. This was facilitated by a noticeable increase in the cost of oil and the continued weakening of the ruble. In the remaining three months, the Ministry of Finance expects the trend to continue and expects additional income for the entire year – in the amount of 864 billion rubles.
