The head of the Ministry for the Development of the Far East (Ministry for Development of the Far East) Alexei Chekunov said that his department would offer the Chinese side to create a free trade zone on Bolshoi Ussuriysky Island. He cited as an example a similar Chinese-Kazakhstani Khorgos project, a cross-border cooperation center for duty-free trade between countries.
“One of the interesting ambitious projects is the idea of creating a new border cluster on Bolshoi Ussuriysky Island, which could become a free trade zone between Russia and China… We will make such proposals to the Chinese side,” Mr. Chekunov told RIA Novosti.
Different parts of Bolshoi Ussuriysky Island are under Chinese and Russian jurisdiction: the PRC controls the western part of the island, while the eastern part is within the city limits of Khabarovsk. Since 2006, the Russian authorities have proposed a number of territorial development projects for implementation, the creation of a special economic zone was discussed in 2018. None of the projects for the development of the Russian part of the island has been implemented as of August 2022.
