Russia invited Qatar and Saudi Arabia to reconsider tax agreements

The Ministry of Finance proposed that Saudi Arabia and Qatar reconsider agreements on the avoidance of double taxation. About it “Vedomosti” said Deputy Minister of Finance Alexey Sazanov. Russia has already sent proposals to the two countries to change the terms of the agreements.
The day before Forbes citing sources, reported that negotiations between Russia and the UAE on a new agreement on the avoidance of double taxation have dragged on, since the UAE authorities want the same conditions as Qatar and Saudi Arabia. According to the publication, Moscow and the UAE have set a rate of 15% on dividends and 10% on interest income.
Currently, agreements with Qatar and Saudi Arabia are more attractive than with the UAE. For businesses, dividends are provided in the amount of 5%, for state-owned companies and some other categories – 0%. The tax on interest on debt in the two countries is 5%. The royalty rate for Qatar is zero, for Saudi Arabia – 10%. The Ministry of Finance proposes that other countries establish a 10–10–10 formula, which is linked to the rates in force in Russian special administrative regions.
According to Alexey Sazonov, the Ministry of Finance continues negotiations on updating the tax agreement with the UAE. The next round of negotiations is due to take place in March. In the summer of 2023, Russia also sent a proposal to start negotiations with Turkey, but feedback never came.
Double tax treaties with unfriendly countries were partially suspended after the imposition of sanctions against Russia. In August 2023, President Vladimir Putin signed a decree freezing such agreements with 38 countries that supported the sanctions.
