Russia appealed to ICAO due to the closure of air traffic by the West

Russia accused the West of violating the provisions of the Chicago Convention on Civil Aviation due to the closure of airspace; the Russian side filed a statement with the Council of the International Civil Aviation Organization (ICAO). About it reported at the Russian Foreign Ministry.
“The basis for initiating the proceedings was the use by the defendants of unlawful unilateral restrictive measures of a discriminatory nature in relation to the Russian Federation and its airlines,” the ministry explained.
The defendants are all members of the European Union, the USA, Canada, Great Britain, Albania, Iceland, Monaco, Norway, North Macedonia, Montenegro and Switzerland – a total of 37 countries.
After the outbreak of hostilities in Ukraine, Western countries imposed sanctions, including on the Russian aviation industry. A number of Western countries closed the skies to Russian aircraft, and Russia introduced mirror measures.
In addition, Russian carriers were prohibited from purchasing foreign-made aircraft and spare parts for them, as well as from carrying out maintenance and insurance of aircraft. On July 19, the Federal Air Transport Agency announced that it had re-registered 658 foreign-made aircraft into the Russian registry – now there are over 10,000 aircraft in the state registry of Russian civil aircraft.
In the summer of 2022, ICAO issued a bulletin in which it pointed out the unresolved problem of flight safety in Russia due to the registration of aircraft in the civil aircraft register under different jurisdictions. The Ministry of Transport of the Russian Federation did not confirm the organization’s fears and assuredthat Russia has all the capabilities to maintain aircraft and maintain their airworthiness.
