Rosstat will improve accounting of income and expenses of the population

Rosstat posted on the government procurement website a contract for carrying out research work (R&D) on the topic “Development of recommendations for improving the sources and methods of forming macroeconomic indicators of income, expenses and savings of the population (stage 2023–2024)”, should from the portal data.

The cost of the contract is 11.9 million rubles, the deadline for its execution is January 30, 2025. The purpose of the work is “to improve methods for generating statistical information that ensures calculations of cash income, expenses and savings of the population,” the procurement materials say.

The study is designed to assess the need to improve methods for assessing income, expenses and savings of the population in the areas of income from business activities, financial transactions abroad, and real estate expenses. The authors of the study will have to present an economic and theoretical justification for the very basis of accounting for the financial situation of the population – the balance sheet method.

How notes RBC, in September 2022, Rosstat already ordered research work, within the framework of which the authors were to develop recommendations for statistical accounting of non-cash transfers, company loyalty programs, as well as citizens’ transactions on the stock market. However, this work was not completed in accordance with the department’s requirements, and the contract was terminated, Rosstat said.

They added that the goals and objectives of the new research work remained the same. “At the same time, more attention is paid to the relationship between the harmonization of the methods used and the procedure for accounting for income, determined by the global framework of the system of national accounts,” the department noted.
