The new auctions planned for the current year provide, in particular, for distribution of quotas for catching 20% pollock and herring, 50% crabs, and 100% shellfish. In exchange, quota recipients must invest in shipbuilding and coastal infrastructure.
Kommersant reportedthat fishermen applying for quotas under the second stage of their allocation may be required to process at least 70% of fresh fish at coastal plants. The fishermen proposed to postpone the start of the second stage of distribution of investment quotas for at least ten years in exchange for the construction of ships and production facilities.
