The investment quota program was conceived back in 2015 and is aimed at modernizing the fishing fleet and developing coastal infrastructure. It is assumed that the state will allocate catch quotas to fishermen, and in return they will invest in the industry. The first stage of distribution of investment quotas took place in 2017. At that time, 20% of the total catch of herring and pollock was distributed among market participants, in return they undertook to build new fishing vessels and processing plants.
In 2019, 50% of crab fishing quotas were sold through auctions for more than 142 billion rubles. Quotas are valid from 2020 to 2034. The largest participants in the auctions were the structures of Gleb Frank, the owner of the Russian Fishery Company (RRPK). They spent 38 billion rubles at auctions. Prior to this, 10-year quotas were distributed among companies on a historical basis, i.e. in proportion to the production for the previous period.
