From October 2017 to September 2018, Andrei Tarasenko was the acting governor of the Primorsky Territory. He left the post of governor after two rounds of elections. In the second round, his opponent was the candidate from the Communist Party of the Russian Federation, Andrei Ishchenko. Mr. Tarasenko beat his opponent by 1.5% of the vote, after which the parties accused each other of violations. The resignation of Andrei Tarasenko was demanded by the head of the Communist Party of the Russian Federation Gennady Zyuganov. As a result, the election results were canceled. The head of the Central Election Commission, Ella Pamfilova, then expressed the hope that none of the candidates would participate in the next elections.

Zakhary Dzhioev has been the head of Rosmorrechflot since August 2022. Prior to this, since 2019 he served as deputy head of the department. Last October Telegram channel Mash reported that Zakhary Dzhioev was hospitalized with a heart attack.

Rosmorrechflot is responsible for the navigation of ships along inland waterways, as well as in port waters and along the Northern Sea Route. In 2022 and 2023, Rosmorrechflot ensured the operation of the Kerch crossing.
