Roscosmos plans to sell satellite images to authorities

The Government Commission on Legislative Activities approved the Roscosmos bill on the possibility of selling Earth remote sensing data from space (ERS) to consumers. Buyers are expected to include government authorities, who can now receive the images for free. It is expected that this will bring the budget 89 billion rubles. until 2035.

It is expected that Roscosmos will be assigned the authority of the sole supplier of satellite imagery data and products based on them. The law on space activities excludes the provision of providing remote sensing data free of charge to all authorities. Roscosmos will be able to provide 67% of the needs, the remaining 33% should be covered by the orbital constellation of commercial operators, including Sitronics, NPK BARL, and Gazprom Space Systems.
A representative of Roscosmos said that the state corporation provides consumers with images for a fee, but must transfer them free of charge to federal, regional and local authorities “for them to exercise their powers.” Also, free images should be provided to companies and individuals who execute contracts for the purchase of goods and services for government needs. The fee for providing remote sensing data is transferred to the federal budget.
The bill provides for a number of exceptions. Law enforcement agencies and Rosatom will be able to receive data free of charge. Rosatom needs them to ensure work along the Northern Sea Route.
The authors of the bill suggest that the adoption of the document in 2024–2035 will require 17.1 billion rubles. budget allocations. The return of funds to the budget from the sale of photographs could reach 89 billion rubles. It is expected that multiplier effects in other industries will add another 38 billion rubles, additional tax deductions – 18 billion rubles.
