Rosaviatsiya will create an analogue of Flightradar24 for drones – Kommersant

In Russia, in 2024, it is planned to launch an interactive map of areas for drone flights with data on their movement. The representative of the Federal Air Transport Agency said Vedomostithat the Almaz-Antey concern and the state corporation for air traffic management (GK ATM) will be engaged in the development of the service. It is assumed that the basis for the service will be a system for the Internet and the public telephone network (PSTN), which operates on the basis of the Civil Code for ATM.

According to a Vedomosti source, the creation of a service on another basis is also being discussed – a system for controlling the joint movement of aircraft and drones RUTM (Russian unmanned aircraft system traffic management). Since 2019, it has been developed by Aeronautical Satellite Technologies and Developments in Aviation (ASTRA). The final decision has not yet been made. According to another interlocutor of the publication, in addition to ASTRA, they want to involve the Aeroscript Research Center, the BTS Data Center and Fly Dron, which are developing similar systems for drone flights, in the interactive map project. The total investment in the project has already reached about 2 billion rubles.

The development of RUTM is in its final stages, project manager Mikhail Karpenko told Vedomosti. He clarified that tests are expected to be completed in early May, after which trial operation will begin, then the transition to its commercial use in areas of experimental legal regimes (EPR) in Russia and friendly countries. The source of the newspaper added that Chukotka and Yamal, the EPR operator there, Russian Post, will become test regions.

On April 27, a meeting on the development of unmanned aircraft was held, President Vladimir Putin took part in it. He named industry “the most important activity of the country” and very promising. According to him, the volume of the industry can reach 1 trillion rubles. First Deputy Prime Minister of the Russian Federation Andrey Belousov informedthat the government proposes to develop a system of tax incentives for drone manufacturers, similar to IT companies. He specified that the volume of state orders for UAVs in Russia from 2024 to 2026 will be about 92 billion rubles. As Kommersant learned earlier, the Federal Air Transport Agency proposed to oblige the owners of aerial drones to install transponders to determine their geoposition.
