Rosaviatsia proposed to equip drones with black boxes – Kommersant

The Federal Air Transport Agency proposed to consolidate the list of mandatory equipment that all Russian drones should be equipped with. On April 19, the agency sent the list to the Ministry of Industry and Trade, the Ministry of Transport and the Association of Drone Manufacturers Aeronext, reports Vedomosti. Among other things, it is proposed to equip drones transporting people with black boxes.
The Federal Air Transport Agency considers it necessary to categorize the requirements for equipping an unmanned aerial vehicle (UAV) depending on the conditions of its operation:
- UAVs that fly at a height of up to 150 m should be equipped with marker lights, a control system (which will allow the pilot on the ground to see the location of the device and, if necessary, urgently land it), software and hardware systems (PAK, will not allow flying in restricted areas);
- UAVs that fly over populated areas and industrial facilities should be equipped with air navigation lights and on-board systems (including for safe landing);
- UAVs designed to transport people and animals should be equipped with a black box and an individual life support system (oxygen masks, parachutes, life jackets).
On May 5, Aeronext sent a letter to the Ministry of Industry and Trade and the Ministry of Transport with its own proposals. The Association considered that it was necessary to correct the initial list of requirements of the Federal Air Transport Agency. In particular, Aeronext proposes to abandon the requirement to equip PAK drones, which will not allow flying in restricted areas. The authors of the letter explained that this requirement can only be technically feasible if there are official and free digital maps indicating restricted areas.
A representative of the Ministry of Industry and Trade told Vedomosti that the ministry agrees with the proposals of Rosaviatsia on equipment and has formed a letter with an official position. Aeronext General Director Gleb Babintsev said that he has not yet received a response from the Ministry of Industry and Trade and the Ministry of Transport.
On May 18, the State Duma unanimously adopted in the first reading a bill by a group of members of United Russia, which gives law enforcement agencies the right to stop the movement of any unmanned vehicles in their area of responsibility. Now such actions are allowed only in relation to aerial drones. The only department that did not support the document was the Ministry of Economy.
