The government has introduced a bill to the State Duma that would introduce fines for companies and individual entrepreneurs for non-compliance with pollution emission quotas in the 43 dirtiest industrial cities in the Russian Federation. Rates range from 0.2 to 5% of revenue, depending on the extent to which quotas are exceeded. Let us remind you that the quotas themselves are regulated within the framework of the federal project “Clean Air”, included in the national project “Ecology”. Experts, however, insist that fines alone will not clear the air.
