The regional parliaments, whose composition was renewed following the September elections, are finishing staffing the Federation Council (FC). This week, Kalmyk, Bashkir and Yakut deputies will decide on their senators – their new representatives in the upper house will be the Hero of the Soviet Union, the head of the district and the ex-minister of ecology, respectively. According to Kommersant’s information, the Assembly of Deputies of the Nenets Autonomous Okrug (NAO) next week may delegate its speaker, Alexander Lutovinov, to the Federation Council. Among the parliamentary nominees, only the future senator from the Supreme Council of Khakassia remains unknown.

On Wednesday, the State Assembly (Parliament) of Yakutia will elect its representative in the Federation Council. Two sources told Kommersant that the powers of the senator will be vested in the ex-Minister of Ecology, Natural Resources and Forestry of the Republic Sakhamin Afanasyev (United Russia). In the last convocation, he headed the State Assembly Committee on Land Relations, Natural Resources and Ecology, and in 2011–2014 he headed the executive committee of the Yakut branch of United Russia. The former senator from parliament, deputy chairman of the upper house committee on federal structure, Alexander Akimov, was not elected to the new convocation.

As Kommersant previously reported, some of the senators delegated by the legislative bodies of the constituent entities retained their mandates after the elections. By the first autumn meeting of the chamber (see Kommersant on September 25), the powers were confirmed by Sergei Brilka (Irkutsk region), Irina Rukavishnikova (Rostov region), Sergei Ryabukhin (Ulyanovsk region) and Olga Bas (Lugansk People’s Republic). Later they were joined by Alexander Varfolomeev (Buryatia), Sergei Mikhailov (Trans-Baikal Territory) and Natalia Kosikhina (Yaroslavl Region).

In turn, new senators were elected in the parliaments of the Arkhangelsk, Vladimir, Ivanovo and Kemerovo regions, as well as the DPR: Ivan Novikov, Vladimir Kiselev, Valery Vasiliev, Nadezhda Ilyina and Alexander Voloshin, respectively. In addition, Dmitry Vorona and Igor Kastyukevich became representatives of the first formed legislative assemblies of Zaporozhye and Kherson regions.

The first of the remaining ones was to fill the vacancy of the Smolensk Regional Duma: on September 28, the parliament delegated to the Federation Council a deputy of the last three convocations, the head of the regional executive committee of United Russia, Artem Malashchenkov. He replaced Irina Kozhanova, a member of the Committee on Science, Education and Culture, who was not elected to the new convocation of the Legislative Assembly.

The representative of the People’s Khural (Parliament) of Kalmykia in the upper house will be Lieutenant General Valery Ochirov – Hero of the Soviet Union, honored military pilot and presidential candidate of the republic in the 1993 elections (finished second, losing to Kirsan Ilyumzhinov). The corresponding decision was made on September 26 by delegates to the conference of the regional branch of United Russia, which received a qualified majority in the legislative assembly. Mr. Ochirov will replace the first deputy chairman of the Federation Council Committee on Agricultural and Food Policy, Alexei Mayorov, who was not elected to the new convocation of the Khural.

The powers of a senator from the State Assembly of Bashkiria will be vested in the head of the Blagoveshchensk region of the republic, Oleg Golov. This decision was made by the United Russia faction (which also has a majority in parliament) at a meeting on October 3. Mr. Golov will replace the deputy chairman of the upper house committee on economic policy, Irek Yalalov, who did not claim a mandate in the new convocation of the republican parliament.

Finally, the Assembly of Deputies of the Nenets Autonomous Okrug, which has already postponed its first session twice – first to October 4 and then to October 9, – can delegate to the Federation Council the speaker of the previous convocation of parliament, Alexander Lutovinov (United Russia). An interlocutor in the Legislative Assembly reported this to Kommersant.

Only the name of the candidate for senator from the Supreme Council (Parliament) of Khakassia remains unknown. United Russia member Alexander Zhukov, who held this position, entered the new convocation, but already received a high post there, heading the United Russia faction. Previously, the media did not rule out that the permanent speaker of parliament Vladimir Shtygashev, who ceded the post of chairman in the new convocation to ex-gubernatorial candidate from United Russia Sergei Sokol, could get a seat in the upper house. Before the elections, Mr. Shtygashev quarreled with United Russia members and ran for the Supreme Council from the Communist Party of the Russian Federation. According to Kommersant, an option is now being considered in which Mr. Zhukov will still be vested with the powers of a senator again.

As for the senators from the executive branch, of the 26 people representing the regions where gubernatorial elections were held, 16 retained their posts, and the rest were subject to rotation (see Kommersant on September 25). However, large-scale changes in the senatorial corps this year are associated not only with elections. Thus, at the last meeting of the upper chamber, the representative of the Belgorod region, the last chairman of the Council of Ministers of the USSR Nikolai Ryzhkov, resigned early, explaining this decision by his age (94 years). His senatorial powers expired in 2026.

In addition to Mr. Ryzhkov, Belgorod Governor Vyacheslav Gladkov’s senatorial troika includes former speaker of the regional Duma Olga Pavlova and current deputy Alexander Shumeiko. According to Kommersant’s information, both of them may refuse to move to the Northern Fleet. In this case, the governor will have the right to delegate powers to someone from the regional parliament. It is possible that the new senator could be the head physician of the regional clinical hospital of St. Joasaph, Zhanna Chefranova, who was elected to the regional Duma in by-elections in September. The government of the Belgorod region does not comment on this information. According to the press service of Vyacheslav Gladkov, he can announce the new senator after his vacation.
