On Tuesday, the authorities of the new constituent entities of the Russian Federation decided on all their representatives in the Federation Council (SF). Deputies Alexander Ananchenko and Olga Bas became senators from the People’s Councils (parliaments) of the Donetsk and Luhansk People’s Republics (DNR and LNR). Acting head of the DPR Denis Pushilin delegated former Minister of Foreign Affairs of the republic Natalia Nikonorova to the Federation Council, Acting Head of the LPR Leonid Pasechnik delegated Deputy Secretary of the General Council of United Russia Daria Lantratova, Acting Governor of the Zaporozhye Region Yevgeny Balitsky delegated former Ukrainian Minister Dmitry Voron, and Acting Governor of the Kherson Region Vladimir Balance – Khabarovsk businessman Konstantin Basyuk.
The “package” of appointments of new senators was opened on Tuesday morning by Luhansk deputies, who unanimously approved Olga Bas, representing the public movement “Peace to Luhansk Region” (there are no parties in the republican parliaments). From 2017 until recently, Ms. Bas worked as the head of the administration of the head of the LPR, Leonid Pasechnik, but on December 2, the Central Election Commission of the LPR handed over to her a vacant mandate resulting from the early resignation of deputy Mikhail Golubovich. Recall that, according to the law “On the Formation of the Federation Council”, the legislature of the Russian region can only grant senatorial powers to a parliamentarian. Ms. Bas comes from the legal field: she worked in the prosecutor’s office of the Lugansk region of Ukraine, the department of justice, the district court of Luhansk and the regional court of appeal. After the proclamation of the sovereignty of the LPR in 2014, she was mentioned as an employee of the Ministry of State Security of the People’s Republic, in charge of the judicial system.
Almost simultaneously, the deputies of the DPR approved the senator according to the “legislative quota”. It was the former Prime Minister of the Republic Alexander Ananchenko, who has held this post since 2018. On June 8, 2022, Denis Pushilin dismissed him along with the Cabinet of Ministers and offered to “lead the development of the public sector.”
Like Mrs. Bas, Mr. Ananchenko became a deputy quite recently – on December 16, the DPR Electoral Committee handed him a vacant mandate as part of the faction of the public movement “Donetsk Republic”.
Mr. Ananchenko is a local politician, a former top manager of several Ukrainian enterprises. After the declaration of independence, the DPR entered the administration of the head of the republic, where he headed the department of industrial development strategy. Unlike their Lugansk counterparts, the Donetsk deputies did not unanimously vest powers in Oleksandr Ananchenko – there were abstentions.
The first senator under the “governor’s quota” was appointed already in Donetsk. By two decrees in a row, Denis Pushilin first dismissed Natalya Nikonorova, Minister of Foreign Affairs of the Republic, and then gave her the authority to represent a new subject in the Federation Council. It should be noted that the Ministry of Foreign Affairs of the DPR should cease to exist before January 1. In the LPR, a similar body has already been liquidated. Mrs. Nikonorova is a native of Donetsk. She received a law degree in Kyiv, from 2006 to 2012 she worked in the apparatus of the Verkhovna Rada of Ukraine. After the proclamation of the sovereignty of the people’s republic, she got a job in the apparatus of the People’s Council of the DPR. In 2016, she received a ministerial post.
Following the representative to the Federation Council was delegated by the Zaporizhzhya leader Evgeny Balitsky. His choice fell on Dmytro Vorona, a native of Donetsk and a former high-ranking Ukrainian official in the Viktor Yanukovych era. Mr. Vorona began his career as Deputy Minister of Environmental Protection of Ukraine, in 2010 he was appointed to the post of Deputy Minister of Internal Affairs, and six months later – Head of the State Migration Service of Ukraine. Six months later, Mr. Vorona returned to the Ministry of Internal Affairs, from where in 2012 he moved to the position of Deputy Minister of Justice. From February 2013 to March 2014 – Head of the State Registration Service of Ukraine.
After the change of power in Kyiv in February 2014, Dmitry Vorona moved to the Crimea, where three years later he received the status of an adviser to the head of the republic, Sergei Aksenov, as well as Russian citizenship.
From 2020 to February 2022, he headed the Peninsula Development Corporation. Kommersant’s Crimean sources draw attention to the fact that Mr. Vorona and Evgeniy Balitsky are former associates in the Ukrainian Party of Regions (Mr. Balitsky was a member of the Verkhovna Rada from 2012 to 2019) and “know each other for a long time and well.”
Then Leonid Pasechnik, Acting Head of the LPR, named his representative in the Federation Council – he gave such powers to the Deputy Secretary of the General Council of United Russia, the referent of the Russian Presidential Administration for Public Relations and Communications Daria Lantratova. Ms. Lantratova, unlike all of those listed, had nothing to do with the Donbass before the start of the SVO and made a career in the federal authorities. However, after the start of the NWO, she regularly visited the current new territories, including the LPR, with humanitarian missions.
Finally, on Tuesday evening, the Kherson vacancy was closed (recall, Zaporizhia and Kherson regions delegate only one senator each to the Federation Council, since they do not have active legislative bodies). Acting Governor Vladimir Saldo empowered the chairman of the board of directors of the Khabarovsk airport, businessman Konstantin Basyuk. A graduate of the Higher School of the KGB of the USSR, a former FSB officer, he was considered as one of the candidates for the post of acting governor of the Khabarovsk Territory after the arrest of Sergei Furgal in the summer of 2020, but the post then eventually went to State Duma deputy from the LDPR Mikhail Degtyarev. According to Kommersant’s sources, already then Mr. Basyuk was not opposed to taking the senatorial post.
According to political scientist Rostislav Turovsky, the “package” appointment of senators is symbolic and shows the desire of the federal center to fill the vacancy as soon as possible, “since there were talks that there were difficulties with the formation of lists of candidates for senators.”
“To postpone, of course, would be wrong. It was necessary to stop these conversations and once again emphasize that new regions are being integrated into the federation,” the expert says. Mr. Turovsky considers the predominance of local politicians to be natural, but notes that “the influence of the federal center was not without influence, in this case it manifested itself in the appointment of Lantratova.” Konstantin Basyuk can also be conditionally attributed to the “federal quota,” the political scientist adds: “Basyuk was considered a contender for political positions in his region, but in the end he received the post of senator.” Mr. Turovsky recalls that following the results of the elections scheduled for September 2023, new subjects should form authorities according to Russian laws, and then the question of their representatives in the Federation Council will again arise.
