About 26 million such sources have already been included in the electronic monitoring system

Data on 26 million sources of waste generation were entered by users into the federal state information system for accounting for municipal solid waste (FSIS UTKO), the Russian environmental operator reported. The system allows you to take into account the amount of waste, the capacity of waste processing and recycling plants. As a result, all this helps to optimize waste transportation costs and makes regulation of the industry more transparent.

“The system contains the most complete information at the federal level on the number of MSW accumulation sites, infrastructure facilities, balance sheet indicators, waste transportation schemes, MSW accumulation standards, and sources of MSW generation. Thus, to date, regional operators have contributed over 26 million sources of MSW generation, these are residential buildings and enterprises that generate waste. Data continues to be entered in accordance with the deadlines specified in the law,” said Denis Butsaev, general director of REO.

Information about waste sources is entered into the system by executive authorities of the constituent entities of the Russian Federation, regional MSW management operators, legal entities and individual entrepreneurs operating in the field of MSW management, local government bodies, as well as the Russian Ecological Operator itself in terms of data from the federal waste management scheme. TKO.

Based on these data, monitoring the condition of landfills, sorting centers and waste processing plants is simplified. It also makes it possible to balance the generation of waste, its flows, as well as existing and planned capacities within the framework of the creation of MSW infrastructure. This is necessary for the system to be a quality control tool for the municipal solid waste management industry in Russia.

FSIS UTKO was put into operation on December 1, 2023. To date, more than 8 thousand users are registered in the system.

“The improvement of the FSIS UTKO is carried out taking into account the user experience in working in the system. As a result of close interaction between the system operator represented by REO and users, additional data processing functionality has been created in the system within 3 months of operation, for example, new information search filters. The stages of system development for the current year have also been determined,” said Alexey Burov, Deputy General Director of REO for digitalization.

As noted by REO, FSIS UTKO is currently the only reliable source of aggregated regional data in the field of municipal solid waste management at the federal level.

Let us remind you that the company “Russian Ecological Operator” was created by Presidential Decree on January 14, 2019. The key task of REO is to form a comprehensive system for the management of municipal solid waste (MSW) in Russia. According to the national project “Ecology”, this is necessary to reduce the volume of solid waste disposal and thereby reduce the environmental burden on the population. The goal by 2030 is to sort 100% of the volume of MSW and reduce by 50% the MSW that goes to landfills. Achieving such indicators is impossible without building a circular economy.
