The decrease in the number of NLA drafts that have passed the RIA is due to an increase in the frequency of their returns for revision, the ministry explained. The approach to assessing compliance with the rules of procedure has also become stricter. The reduction in the share of negative opinions in the department is associated with an increase in the quality of the study of justifications for changing the regulation. The assessment of the “damage” from the introduction of undeveloped regulation is also decreasing: the volume of identified potential business costs for the three quarters of 2022 exceeded 430 billion rubles. against 556 billion rubles. for the same period in 2021.

Due to violations of the procedure, the department returned 110 draft acts to the developers for revision. Also, 1,400 comments and proposals for adjusting regulation were sent to the authors of draft legal acts, says Alexander Litvak, head of the department for regulatory policy and RIA of the Ministry of Economy: practice has shown that more than 70% of such comments are taken into account.

It should be noted that in January-September 2020, almost 1.1 thousand draft legal acts underwent the RIA procedure, the peak was in the third quarter, when the departments began to prepare the regulatory framework much more actively. The reasons were the acceleration of the development of legal acts, for delays in the preparation of which the government was criticized, as well as an increase in the number of projects within the framework of the “regulatory guillotine” (for more details, see Kommersant of October 13, 2020).
