Regions will be able to recall senators in agreement with the Federation Council

In Russia, the procedure for the formation of the Federation Council (SF) will be changed: the amendments to the relevant law that appeared the day before were adopted by the State Duma on May 17 in the second reading. One of the most serious changes concerns guarantees of the inviolability of the senator’s status: regional authorities (governors and legislative assemblies) will be given the right to recall members of the Federation Council delegated by them to Moscow.
The relevant submission may be submitted to the Federation Council one year after the appointment of the senator (but no later than three months before the end of his term of office). In this case, the principle of two keys remains: the Federation Council must decide whether to approve the submission of recalling a senator. And if Moscow does not agree with the initiative of the region, then the initiative can be put forward again only after six months.
