Regions end 2022 with close to record surplus

Almost half of Russian regions – 39 out of 85, not counting the annexed ones – end 2022 with a budget deficit, follows from the data of the Ministry of Finance. Vedomosti analyzed data on the implementation of the financial plans of the regions, excluding municipalities, based on information from the Electronic Budget portal as of December 17. At the end of 2021, there were fewer deficit regions – 19.
In nominal terms, the highest deficits in 2022 were recorded in the Tyumen, Murmansk and Belgorod regions. The negative difference between the income and expenses of these entities amounted to 39 billion, 23 billion and 20 billion rubles as of December 17. In relative terms, these three regions also have the highest deficits, albeit in a different order. The ratio between the size of the deficit and the total amount of expenses was: 19% – in the Murmansk region, 15% – in the Tyumen region and 13% – in the Belgorod region.
