Regional elections 2023 won by incumbent governors

On Sunday evening, a single voting day ended in Russia, during which elections at various levels were held in 86 constituent entities. Judging by the first preliminary results, all current governors from United Russia (ER) and the Communist Party of the Russian Federation were successfully re-elected to a new term. Also celebrating the victory are the acting leaders appointed by the president this spring. In the elections to regional parliaments, the “New People” were especially noted, fighting in Yakutia for second place with the communists, and in the new regions, apparently, not all legislative assemblies pass the “Fair Russia – For Truth” (SRZP).
Governor’s victories
The governor was the first to celebrate the victory on Sunday Yamalo-Nenets Autonomous Okrug Dmitry Artyukhov (ER), re-elected by the Yamal Legislative Assembly for a second term. 17 out of 21 deputies voted for him. Mr. Artyukhov immediately took the oath and took office. Also, the heads of the Donetsk and Luhansk People’s Republics (DNR and LNR), Zaporozhye and Kherson regions will be elected as deputies this year, but this will happen after the results of the parliamentary elections are summed up.
At the time this material was submitted, one could confidently talk about victory in the gubernatorial elections:
- current head Magadan region Sergei Nosov (EP, 72.4% after processing 97.9% of protocols),
- seaside Governor Oleg Kozhemyako (ER, 72.8% after processing 86.9%),
- chapters Amur region Vasily Orlov (EP, 82.9% after treatment 89.1%),
- governor Tyumen region Alexandra Moora (EP, 79.3% after treatment 32.4%),
- chapters Yakutia Aisena Nikolaeva (EP, 81.9% after treatment 64.6%),
- Novosibirsk Governor Andrei Travnikov (ER, 75.8% after processing 84.6%),
- chapters Altai Territory Viktor Tomenko (EP, 76.2% after treatment 84.1%),
- governor Kemerovo region Sergei Tsivilev (EP, 84.4% after processing 21.2%)
- and chapters Khakassia Valentina Konovalova (Communist Party of the Russian Federation, 61.9% after processing 35.6%).
As for the candidates in the status of interim, it was just as confident to state the victory of the interim head Chukotka Vladislav Kuznetsova (ER, 71.3% after processing 91.1% of protocols), acting Krasnoyarsk Governor Mikhail Kotyukov (ER, 70.7% after processing 70.3%) and acting governor Omsk region Vitaly Khotsenko (EP, 74.5% after treatment 59%).
In the Volga region and Central Russia, the election commissions had only just begun to sum up the results, but no surprises are expected there either.
In particular, Nizhny Novgorod Governor Gleb Nikitin (ER) after processing 6.6% of protocols is in the lead with 86.5%, Samara Dmitry Azarov (ER) – with 86% (33.1% of votes counted), Orlovsky Andrey Klychkov (Communist Party of the Russian Federation) – with 73.4% (calculated 1.4%), Ivanovsky Stanislav Voskresensky (ER) – with 85.6% (calculated 0.5%), Voronezh Alexander Gusev (ER) – with 66.5% (calculated 2.8%), Moscow Region Andrey Vorobyov (ER) – with 84% (calculated 4.3%), Pskov Mikhail Vedernikov (ER) – with 84.2% (16.5% calculated). Acting head Smolensk region Vasily Anokhin (ER) finishes with 87.7% (0.1% of votes counted). Finally, the mayor Moscow Sergei Sobyanin wins according to the results of electronic voting.
The traditionally active Kuzbass became the leader in terms of turnout in the gubernatorial elections, where 79% of voters voted by 18:00 local time.
By evening, residents of Chukotka (51.8%) crossed the threshold of 50%, and in the Moscow and Oryol regions, every second voter arrived at the polling stations by 15:00 (50.8% and 50.1%, respectively). The least active voters were in the Altai Territory and the Novosibirsk Region: as of 18:00, the turnout there was 25.9% and 27.3%, respectively.
Parliamentary surprises
In the parliamentary elections, at the time of submission of the material, United Russia is gaining more than 50% on party lists in all regions, with the exception of Khakassia. There, based on the results of processing 60.9% of protocols, the Communist Party of the Russian Federation is in the lead with 38.1%, and the party in power is second – 37.2%. In Kuzbass, ER takes 71.5% (21.7% of protocols processed), in Transbaikalia – 57.6% (58.9% processed), in Buryatia – 57.7% (53.3% processed), in the Irkutsk region – 54.5% (85.3% processed), in Yakutia – 57.4% (74.3% processed). It is interesting that in Yakutia, “New People”, led by the former mayor of the republican capital and now State Duma deputy Sardana Avksentyeva, are fighting for second place with the communists: the former gain 12.5%, the latter – 12.2%.
The turnout record among the “old” regions was again shown by Kuzbass, where, as in the gubernatorial elections, 79% of voters voted by 18:00. In other subjects, activity was significantly lower.
So, in Yakutia by the evening 45.4% of voters came to the polling stations, in Bashkiria – 39.9%, in Khakassia – 36.7%. The worst turnout was tentatively shown by the Irkutsk region, where only 22.8% voted by 18:00.
In the new constituent entities, parliamentary elections were held according to a special schedule. Thanks to early voting, which started on August 31, and the work of extraterritorial polling stations, by the beginning of the in-person expression of will on September 8, the turnout in the DPR already exceeded 44%, in the LPR – 26%, in the Zaporozhye region – 28%, in Kherson – 53%. On Sunday, polling stations there closed early at 3 p.m. The DPR explained this decision by the fact that “many residents had already voted,” and the turnout by that time was 76.4%. In the LPR and Kherson region, the turnout by 15:00 was 72.5% and 64.5%, respectively, and in Kakhovka and Novaya Kakhovka, polling stations were forced to close even earlier due to the threat of rocket fire. Finally, in the Zaporozhye region, rural PECs closed at 2 p.m., and urban ones at 4 p.m. The turnout there as of 3 p.m. was 66.8%.
After processing 58% of the protocols, candidates from United Russia (78.1% of votes), LDPR (6.6%) and Communist Party of the Russian Federation (6.3%) pass to the People’s Council of the DPR (90 deputies). “New People” and SRHR do not first overcome the five percent barrier and remain without mandates (4.77% and 3.5%, respectively). After counting 78.5% of the votes, United Russia (74.7%), Liberal Democrats (9.9%), Communists (7.5%) and Socialist Revolutionaries (5.5%) enter the People’s Council of the LPR (50 deputies). Only “New People” (1.3%) do not overcome the lower threshold. Thus, they can become the only parliamentary party without representatives in the new subjects (in the Zaporozhye and Kherson regions the party did not put forward lists).
As for the new regions, only two parties could be in the Zaporozhye legislative assembly (40 deputies) – United Russia, which received 83% of the votes, and the Liberal Democratic Party, which finished with 5.8%. However, the Communist Party of the Russian Federation and the SRZP, based on the results of counting 100% of the protocols, scored 5.02% and 5.13%, respectively. The Kherson Regional Duma (36 deputies) will be represented by United Russia (74.9%), communists (10.6%) and liberal democrats (8.3%). The Social Revolutionaries were teetering on the brink of entering parliament, but according to the results of counting 100% of the protocols, they still won 5.03%.
In the mayoral elections in Khabarovsk, the incumbent mayor Sergei Kravchuk (ER) wins a landslide victory. Based on the results of processing 95.5% of the protocols, he is in the lead with 45.6% of the votes.
This is sufficient since mayoral elections are held in one round. Mr. Kravchuk’s closest pursuer, former speaker of the Khabarovsk City Duma Mikhail Sidorov (SRZP), is gaining 33%.
Individual disadvantages
On Sunday morning, the head of the Central Election Commission (CEC), Ella Pamfilova, reported that the commission had received 281 complaints about possible violations, of which 104 concerned “shortcomings in organizing voting in Moscow,” and the rest – possible violations of campaigning, polling station equipment, and the rights of observers in other regions . Mostly they were of a singular nature, added Ms. Pamfilova. “We don’t have many appeals in general,” said the head of the Central Election Commission, explaining that “if we look back, it’s heaven and earth.”
Let us note that the most serious possible violations occurred at the beginning of voting. In particular, on Saturday in the Lipetsk region, at polling station No. 1532 in the village of Sentsovo, the police seized a ballot box where a stack of ballots was allegedly stuffed, which was caught on video.
It is curious that on Sunday the CEC itself committed a violation. In the afternoon, the first voting results for the election of the head of Yakutia appeared on the online scoreboard in his information center, although in the republic itself there was still half an hour left before the last polling stations closed.
By law, the publication of any data until this point is prohibited. As the Central Election Commission later explained, the human factor was at work: “one of the system administrators mistakenly pressed the “post” button.”
The opposition parliamentary parties shared with Kommersant the results of monitoring the past elections. The SRZP reported that in most cases, observers trained by the party managed to identify and stop violations. For example, at one of the sites in the Arkhangelsk region, an electronic ballot box regularly moved beyond the field of view of the cameras. But in general, SRZP leader Sergei Mironov, at a briefing for journalists, described the work of the Central Election Commission as “clear and well-coordinated.”
The head of the legal service of the Central Committee of the Communist Party of the Russian Federation, State Duma deputy Georgy Kamnev told Kommersant that the communists have recorded violations in many regions, and one of the most frequent is the inability to sign for safe packages. “We believe that some kind of manipulation occurs with these safe packages at night,” the deputy said.
United Russia members were satisfied with the results of the campaign. “We can already say that in general United Russia performed well,” said party chairman Dmitry Medvedev at a joint meeting of the bureau of the Supreme Council and the General Council of United Russia. According to him, almost all the positions that the party wanted to retain were able to be defended. Separately, Mr. Medvedev focused on elections in new regions, where the voting will allow the formation of “legal power.”
