RBC: The Ministry of Labor will begin to estimate the number of people employed in the informal sector

As follows from the methodology, the calculation of the indicator will occur in two stages. At the first stage, the number of unemployed people of working age is determined. To do this, the number of non-working persons insured under compulsory medical insurance will be subtracted from the number of children (up to 15 years inclusive) and pensioners insured under compulsory medical insurance.
At the second stage, the total number of Russians who have reasons not to work will be subtracted from the resulting difference. We are talking about citizens on parental leave or maternity leave, disabled people of groups I and II, schoolchildren, college and university students, prisoners, etc. As a result, the Ministry of Labor must come to an estimate of the number of citizens employed in the shadow sector.
In addition, at least once every three years, the Ministry of Labor plans to set KPIs for the regions for the “legalization” of such citizens. Moreover, if the calculated indicator turns out to be negative, then KPI for the region will not be established. It is clarified that in the first three years the basic KPI will be set at no more than 30% of the potential number of citizens in the shadow sector.
In June on SPIEF Deputy Prime Minister of the Russian Federation Tatyana Golikova assessed the number of people employed in the shadow sector of the economy is 12 million people. According to her, they do not have employment contracts, including citizens who do not have civil contracts and are not registered as self-employed. Golikova called for solving this set of problems.
