The new import substitution model will be developed by the Ministry of Industry and Trade in a “quasi-planned” mode, and not according to the state plan, “which no one needs now.” This is reported RBC citing an unnamed federal official and a source familiar with the initiative. According to the publication, among the industries that will be included in the “quasi-plan” are shipbuilding and aircraft building, elements of the pharmaceutical industry and equipment manufacturing.
According to one of the interlocutors of the publication, the model will involve consultations with consumers of products, the mass production of which is not available in Russia, in order to find out whether these consumers are ready to buy it and in what volume. Then the Ministry of Industry and Trade will determine the sites ready to produce these products, and after that it will determine the specific privileges and benefits available to them.
The new model can be launched as early as this autumn, according to which import substitution will be based on large “pull” projects (or beacon projects, strategic initiatives to create high-tech products), a modified mechanism of special investment contracts and interregional offset contracts (with counter investment obligations). ).
