RBC learned about the request of border regions for subsidies for the implementation of the “Safe City”

The governors of the Russian regions that border the Donetsk and Luhansk People’s Republics, as well as Ukraine, turned to the Deputy Prime Minister – Head of the Ministry of Industry and Trade Denis Manturov with a request to allocate additional funds from the federal budget for the implementation of the Safe City hardware and software complex, about this informed RBC with reference to sources.

It is specified that the governors of the Kursk, Bryansk, Belgorod and Rostov regions prepared and sent letters asking for this in late August – early September. According to the publication, the heads of Crimea, Sevastopol, the Voronezh region and the Krasnodar Territory will turn to Manturov later.

In particular, the governor of the Belgorod region, Vyacheslav Gladkov, in his letter pointed out the increased threat of sabotage attacks “on civilian infrastructure facilities” in the context of increased illegal actions near the border with the Belgorod region against the backdrop of a special military operation in Ukraine. According to Gladkov, the introduction of the “Safe City” system in the region will ensure “an appropriate mode of operation of state authorities at the regional and municipal levels.”

According to the calculations of the government of the Belgorod region, the estimated cost of installing the agro-industrial complex in the region is 1.75 billion rubles, the letter says. Gladkov asked to allocate this amount from the federal budget.

The governor of the Kursk region, Roman Starovoit, in his letter said that the region would need 1.5 billion rubles. for these purposes. According to the publication, it will be necessary to allocate a total of about 13.7 billion rubles from the federal budget for the implementation of the “Safe City” in eight regions.

APK “Safe City” collects and processes data on emergencies coming from various monitoring systems, including video surveillance cameras, sensors, gas analyzers, etc. In total, the APK should include about 150 systems, which are grouped into four blocks. In particular, they exercise control over transport security, environmental security, the security of the population, urban and communal infrastructure, and also coordinate the work of services and departments.

To date, the Safe City system has been partially implemented in ten regions, including the Kursk region.
