The State Duma on Thursday adopted in the first reading a package of amendments banning propaganda of non-traditional sexual relations. One of the initiators of both United Russia bills, Alexander Khinshtein, called them “one of the most important in this convocation,” since LGBT propaganda “is certainly part of the war against Russia that is being waged today.” Duma Speaker Vyacheslav Volodin added that our country is thus “fighting darkness.” And some deputies considered the administrative punishment for this “darkness” too mild.

Bills on amendments to five federal laws and the Code of Administrative Offenses (CAO) were submitted a week ago by almost 400 deputies, including speaker Vyacheslav Volodin and leaders of all factions. Amendments recall, it is proposed to include “materials promoting non-traditional sexual relations and (or) preferences” in the list of prohibited information. Demonstrating such relationships, as well as disseminating information “that can make children want to change their sex”, on television and radio will only be possible in coded form and subject to the user confirming his age.

The current art. 6.21 of the Code of Administrative Offenses (propaganda of non-traditional sexual relations among minors) will now provide for punishment for such propaganda among persons of any age.

The fine for citizens under this article will be from 50 thousand to 400 thousand rubles, and for legal entities – up to 5 million rubles. (the maximum punishment threatens violators when using the media and the Internet).

One of the main authors of both projects, Chairman of the Information Policy Committee Alexander Khinshtein (United Russia), presenting the initiatives at the plenary session on October 27, called them one of the most important in this convocation, explaining that their adoption “from us for a long time our voters have been waiting and demanding.” According to the deputy, the fact that 32 states have already legalized same-sex marriages and that a large number of countries have passed laws allowing children to change their gender without parental consent, “all this, of course, is part of the war being waged today against Russia.” Our country, United Russia is sure, “remains one of the last, if not the last, outposts for the protection of traditional values,” and that is why the deputies “need to put an end to and put a barrier to all this abomination.”

Mr. Khinshtein also stressed that the authors of the initiative “do not ban LGBT as a phenomenon, do not put a ban on its mention, but only say that propaganda, that is, positive promotion, praise, theses that this is normal, and maybe even better than traditional sexual relations should be banned.”

The deputies had several questions for the speaker.

Thus, Stanislav Naumov (LDPR) emphasized the importance of a qualified assessment of statements to determine whether they are propaganda, and asked how the authors propose to solve the problems of expertise. Alexander Khinshtein assured that there is already experience in such work, given that for almost ten years there has been a responsibility for promoting non-traditional sexual relations among minors.

Viktor Sobolev (KPRF) expressed his conviction that the proposed punishment is too lenient and does not correspond to “the current situation that we have today in the world and in Russia.” To this, Mr. Khinshtein replied that “it would be foolish to ban LGBT as a phenomenon, because whether you like it or not, it exists,” and the task of the deputies is “to stop propaganda, and not to take them out into the yard and shoot them.”

Finally, Oleg Nilov (A Just Russia – For Truth), following the World Russian People’s Council, proposed “a different interpretation – a ban on the demonstration and propaganda of sodomy.” But the speaker remarked to this that the deputies write not literary works, but laws.

Speaker Volodin, summarizing the consideration of the drafts, stated that Russia was “fighting against sin, sodomy and darkness”, and just in case asked if there were those in the hall who were against it and would like to speak out. But, of course, there were none.

As a result, 405 and 400 deputies respectively voted for the two initiatives (with a Duma payroll of 450 people), there were no votes against or abstentions.

On Thursday, the State Duma adopted a resolution on the appeal of the chambers of the Federal Assembly “To the parliaments of the countries of the world on the need to strengthen the regime of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction.”

The appeal, in particular, says that the Convention on the Prohibition of Biological and Toxin Weapons (BTWC) “needs consistent strengthening”: “The number of gray areas in its implementation is growing. The particular urgency of this problem became apparent in connection with the revealed facts of US military-biological activities in Ukraine that violate the BTWC. There is reason to believe that such illegal activities are carried out by the American side in other biolaboratories around the world.”

It is expected that next week the text of the appeal will be approved by the Federation Council, and before November 28, on the eve of the Geneva conference of BTWC participants, Russian parliamentarians plan to further discuss this document through “friendship groups”.

Irina Yarovaya (United Russia), Deputy Speaker of the State Duma, Irina Yarovaya (United Russia), told the deputies that on October 27 the UN Security Council should consider Russia’s complaint against the actions of the United States and Ukraine on the implementation of “dangerous military-biological project”. According to her, this project is dangerous primarily for the inhabitants of Ukraine itself, where the incidence has increased since the beginning of its implementation. The vice speaker also recalled the dangers of dual-use biotechnologies, stating “a high probability of the artificial origin of covid.”

In turn, the chairman of the international affairs committee, Leonid Slutsky (LDPR), promised to do everything so that at the BTWC conference the parliaments of the countries of the world “took a unified position on biological and chemical weapons.” In his opinion, “all the sound forces in the world” should be consolidated “around the Russian foreign policy line.”

The draft resolution was approved by 403 deputies, there were no objections or abstentions.
