Quotas for the export of oil products from Russia will be worked out by August 3

The issue of quoting for the export of oil products from Russia should be worked out by August 3. This order was given by Deputy Prime Minister Alexander Novak to the Ministry of Energy and the Federal Antimonopoly Service (FAS), write Interfax with reference to the protocol following the meeting on the fuel market.

In addition, by August 3, the departments must submit proposals that will prevent the “gray” export of petroleum products, and prepare the necessary draft documents for this.

Also, the Ministry of Energy and the FAS were instructed to ensure the adoption of a joint order to increase the standards for sales of gasoline and diesel fuel on the stock exchange by 1%. At the same time, by July 25, they must prepare proposals to the government on the possibility of further increasing the standards for gasoline up to 15%.

Together with these departments, the Bank of Russia and the Russian Fuel Union need to develop proposals by August 3 to reduce the operating costs of filling stations. This instruction also refers to the reduction of the cost of acquiring services or the use of the Fast Payment System.

The fact that Novak instructed to work out quotas for exports of oil products from Russia became known in early July. This was reported by the press service of the Cabinet of Ministers following a meeting on the situation on the oil market, which was held on June 30. Expert of the analytical center “InfoTEK” Valery Andrianov earlier told Vedomosti that, in his opinion, the introduction of restrictions on the volume of exports of petroleum products is an “untimely measure.” According to him, because of the sanctions, Russian companies are now forced to rebuild their supply chains in foreign markets, to look for new consumers instead of European ones.

As a result of the same meeting, Novak supported the FAS proposal to increase the mandatory minimum volume of gasoline sales on the SPIMEX commodity exchange to 13%. Now the mandatory standard is 12% of the total production for gasoline and 8.5% for diesel fuel. In May, the Antimonopoly Service suggested raising it to 15% and 10.5%, respectively.
