What is a message to the Federal Assembly
The Address of the President of the Russian Federation to the Federal Assembly is an annual public address by the head of state to both houses of parliament. It assesses the state of affairs in the country and determines the main directions of domestic and foreign policy.
The President’s address with annual messages is provided for in paragraph “e” of Art. 84 of the Constitution of the Russian Federation of December 12, 1993. The Law “On Strategic Planning in the Russian Federation” of 2014 states that the message is one of the key documents of strategic planning – the basis for determining the most important goals and priorities of socio-economic development and ensuring the national security of the Russian Federation.
The content and form of the address are determined by the president and are not regulated by any legal acts.
A Brief History of Messages
Boris Yeltsin first addressed the chambers of the Russian parliament in 1994. President Vladimir Putin addressed the Federal Assembly 18 times, the last one being held on February 21, 2023.
A year ago, the president, in particular, proposed withdrawing from the Strategic Offensive Arms Treaty, raising the minimum wage and launching preferential housing rentals.
According to Vladimir Putin, the 2024 message “taking into account the internal political calendar” will set tasks for the next six years.
Where to watch the message in 2024
The president’s speech is scheduled for Thursday, February 29. It will be announced at Gostiny Dvor in Moscow and will begin at about 12:00 Moscow time. The broadcast of the president’s speech will be available on Channel One, the Rossiya 1 TV channel, and the Smotrim.ru portal. Traditionally, the president’s address is broadcast by Mayak radio and Izvestia TV channel.
In addition, the message will be broadcast free of charge in all cinemas of the Cinema 5 network, as well as in cinemas that are part of the network under other brands.
According to presidential press secretary Dmitry Peskov, this year participants in the special operation will be involved in the message.
