At the Forum of Future Technologies, Vladimir Putin learned how to make all Russians happy. It turned out that for this it is necessary to systematically take “mild” antidepressants that act on special hormones – dopamine and serotonin. Russian scientists were pioneers in this field, but now the palm has passed to Western doctors, who are already in the second and third stages of clinical trials. However, Putin was assured that it was still possible to catch up with them.

Vladimir Putin came to the Forum of Future Technologies with pre-election preparations. As it turned out, the night before the Kremlin held a brainstorming session with the government, and a long-overdue decision was made to support rural doctors: tariffs for providing medical care in rural areas are equal to those in urban areas. “In other words, the level of financial support for FAPs, outpatient clinics and other primary care organizations in small settlements will increase significantly,” Putin explained. He drew the attention of the governors that the funds should first of all go to the salaries of rural doctors, the shortage of which has already become the talk of the town.

In addition to tariffs, monthly incentive payments are planned to be increased. In settlements where less than 50 thousand people live, doctors, in addition to the basic salary, will receive 50 thousand rubles, and mid-level health workers – 30 thousand rubles. In cities with a population of 50 to 100 thousand people, payments will increase to 29 thousand and 13 thousand rubles. respectively. Putin demanded that the government promptly make changes to the regulatory framework so that money would begin to arrive as early as April 1, and retroactively for March.

Another decision concerns not just a select few, but all medical workers. “From April 1, regions must increase the salary part of their wages to 50%, while maintaining additional payments,” Putin announced. He emphasized that the entire domestic healthcare system rests on people: “No matter what we say about artificial intelligence, about robots, they will never replace the role of medical workers in a person’s fate.”

The President recalled that since 2019, Russia has been implementing a national program to combat cancer. Its main result was the identification of more than 50% of cancers at an early stage, when the prognosis is most favorable, as well as an increase in the volume of chemotherapy and radiation therapy. “The groundwork that has been created is already allowing us to reduce mortality rates from cancer,” Putin believes. Another important task is defeating hepatitis C. GDP stated that by 2030 the incidence of this virus should be reduced to a minimum. He also announced the modernization of the emergency medical care system (in particular, hospital emergency departments) and the further development of medical aviation. “We will produce and purchase new equipment, as well as build additional helipads,” the head of state promised. Scientists, in turn, are promised royalties for unique medical discoveries (for example, a vaccine against coronavirus). But in general, domestic medicine, according to Putin, should be completely self-sufficient. “That is, in essence, we must have “technological keys” to all the solutions that are necessary to preserve health and increase human life expectancy,” the president explained his thought. This applies to equipment, medications, reagents, treatment protocols, etc. The new national project “Modern Technologies in Medicine” will contribute to this: the government has been instructed to determine the volume and sources of financing for this initiative by the end of the year.

When scientists took the floor after the president’s speech, it became obvious that some aspects of modern medicine occupy Vladimir Putin more than others. After listening to the director of the Central Research Institute of Epidemiology of Rospotrebnadzor Vasily Akimkin about advanced domestic test systems, the president questioned their reliability: “A person has a fever, but the test systems don’t show anything. And what should I do? He noted that existing diagnostic methods can detect no more than 8 infections out of 100. Akimkin tried to argue that a normal doctor should be able to make a diagnosis based on symptoms. And laboratory tests are additional methods. But Putin was not satisfied with this answer. “It is necessary to improve test systems if there are more than a hundred of these infections,” he said, noting that the treatment method should be selected for each individual person according to indications, and not, as in the Soviet army – one tablet in half from the head and from the stomach. According to GDP, scientists should “work in this direction” to “help the treating doctor” determine what kind of infection he is dealing with.

He also told how at the first stage he argued with Deputy Prime Minister Golikova because of the too long time frame for diagnosing Covid: by the time the diagnosis is made, the sick person will infect a hundred people around him. “We sped it up. In addition to test systems, the forum discussed the origin of viruses and the participation of some of them in the fight against cancer. Vladimir Putin learned how scientists are fighting antibiotic resistance and how serotonin is useful. “There is no happiness, but there is peace and will! This is the best definition of serotonin,” Raul Gainetdinov, director of the Institute of Translational Biomedicine, praised Pushkin.
