Putin told what question he would ask artificial intelligence

“Humanity is beginning a new chapter of its existence” – this is how Vladimir Putin assessed the influence of artificial intelligence on global processes. Speaking at the AI ​​Journey conference, the president emphasized: AI will never replace a doctor or teacher, but it can help them. Putin believes that neural networks should under no circumstances be banned. After all, they are the key to a super-efficient state.

Over the past year, Russia has expanded the use of artificial intelligence by one and a half times, the president noted. AI is used in the fuel and energy complex, logistics, healthcare, and education. It makes business processes easier and cheaper. “Humanity is beginning a new chapter of its existence. This is an obvious thing,” said Vladimir Putin.

True, not all Russian regions yet perceive AI as something obvious. Tatarstan, Bashkortostan, Khanty-Mansi Autonomous Okrug, Sakhalin, Lipetsk regions are the leading regions in the implementation of new technologies. This is not enough, the president complained:

– There are still few regions that are so invested in the development of AI capabilities. I hope that we will work more actively in this direction.

A new version of the national strategy for the development of artificial intelligence in Russia will soon be approved, the Russian leader said. This document will be the starting point for further development of AI.

“Experts call the ongoing processes a revolution, a cardinal breakthrough,” Putin emphasized once again. “The development of artificial intelligence is generally a new page in the development of humanity.”

Today we are already dealing with developments that have enormous computing capabilities, the president noted. In this regard, it is very important that AI works only for the benefit of humans, and not for harm.

So far, neural networks are not doing well. But they are constantly learning and already know how to write program code, create blueprints, select the best molecules to develop new drugs, create films, music and poetry.

“And I emphasized only certain areas where the machine is equal in its abilities, and in some places it already exceeds the capabilities of humans,” Putin said. But he immediately hastened to reassure the audience – AI will never replace a teacher or a doctor, but will only become an assistant for them, taking over the routine: “This can give the teacher more time to raise children, help the doctor prevent, and identify diseases at an early stage.”

The President admitted that coming up with questions for AI was not such an easy task.

– Now, in the first part of our event, colleagues talked about what and how is happening in the field of artificial intelligence, and suggested asking the machine a question. We hesitated a little with German Oskarovich (Gref – “MK”). The simplest question on today’s agenda is how to make our country more efficient and all people happy. This is a question for artificial intelligence.

It is a fact that AI will be able to answer such a question. Models of generative artificial intelligence are no longer primitive performers of our teams, Putin emphasized: “New generation technologies are actually becoming partners and partners of people in a variety of areas for business and government. Today it is the most important key resource to become super effective.”

To make AI move even faster across Russia, Putin proposed that specialized universities expand their training programs for artificial intelligence specialists by September 1 next year. And create a mechanism in the country that will provide domestic scientists with access to supercomputers existing and being created in the Russian Federation. The power of supercomputers must be increased by at least an order of magnitude.

“We are ready to think about changing the structure of science funding and directing additional funds to research and development in the field of artificial intelligence, provided that our leading companies undertake to finance such work and ensure their testing,” Putin said.

The President recalled: Russia is one of the few countries that have their own generative artificial intelligence technologies and large language models. But such developments cannot be slowed down, let alone prohibited: if you ban them in one place, they will immediately begin to develop somewhere else, and we will fall behind.

The President emphasized that threats to citizens in the field of AI should be minimized. Well, Russia itself should become one of the most comfortable jurisdictions in the world for the development of artificial intelligence technologies.

The technological world of the future must certainly be multipolar, Putin believes. The monopoly of Western AI platforms is dangerous and unacceptable. Imported neural networks act in a biased manner and “cancel” Russian culture. But Russia, on the contrary, should work together with friendly countries to create AI technologies.

– We must build it together on the basis of trust and mutually beneficial cooperation. This is what we intend to do,” Vladimir Putin assured and once again emphasized: “The meaning of all our work is precisely to ensure that these decisions serve the people.”
