Russian President Vladimir Putin submitted to the State Duma a bill to suspend Russia’s participation in the Strategic Offensive Arms Treaty (START III). This was announced by the speaker of the lower house Vyacheslav Volodin, transmits TASS.
“The President of the Russian Federation submitted to the State Duma a draft federal law “On the suspension by the Russian Federation of the operation of the Treaty between the Russian Federation and the United States of America on measures to further reduce and limit strategic offensive weapons,” he said.
Volodin added that the State Duma will consider the bill tomorrow, February 22. Senator Grigory Karasin in a conversation with RIA Novosti declaredthat the Federation Council may also consider the bill on February 22 following the State Duma.
On February 21, during his address to the Federal Assembly, Putin declaredthat Moscow decided to suspend participation in the nuclear missile treaty. After the appeal was completed, a presidential decree appeared on the legal information portal on recognizing as invalid the decree of 2012 “On measures to implement the foreign policy of the Russian Federation”, which, among other things, assumed Russia’s participation in START-3.
Previously, the source of “RIA Novosti” informedthat the State Duma and the Federation Council will hold unscheduled meetings on February 22. However, later the head of the State Duma Control Committee, Oleg Morozov, said that the meeting of the lower house was already scheduled for Wednesday. The Federation Council explained the postponement of the meeting to an earlier date by the need to adopt amendments to the Tax Code and laws on the legal integration of new regions.
START III Russia and the United States signed in 2010 for 10 years. With the coming to power of the administration of US President Joe Biden in 2021, the countries extended the treaty for another five years. It was the last active arms control treaty between Russia and the United States. It provided for the reduction of the nuclear arsenals of both countries.
