Putin submitted to the State Duma a draft denunciation of the convention on criminal liability for corruption

President Vladimir Putin submitted to the State Duma a bill on the denunciation by Russia of the convention criminalizing corruption. In December, Prime Minister Mikhail Mishustin signed a resolution approving the denunciation of the convention.
“To denounce the Convention on Criminal Liability for Corruption, signed on behalf of the Russian Federation in the city of Strasbourg on January 27, 1999,” reads the text of the document submitted by the President.
The Council of Europe adopted the Civil and Criminal Law Conventions on Corruption in 1999. Russia ratified only the second document. The possibility of joining the first convention has been discussed in the country since 2011, but this issue was no longer raised after 2014.
On March 15, 2022, Russia began the process of withdrawing from the Council of Europe. On the same day, the Committee of Ministers of the Council of Europe approved a resolution to expel the country from the organization. In June, the State Duma accepted two bills on Russia’s non-compliance with the decisions of the ECtHR, issued after March 15. On September 16, the Russian Federation ceased to be a party to the European Convention on Human Rights.
