Putin signs law on certification of low-carbon energy sources

Russian President Vladimir Putin signed a federal law aimed at creating a Russian certification system for low-carbon electricity sources. Relevant Document published on the official portal of legal information.
“The adopted law launches the implementation of the national system for the circulation of certificates of origin of electric energy and generation attributes, introduces the concept of a low-carbon source of origin of electricity, and also makes cooperation between consumers and producers in this area mutually beneficial. Consumers will have the opportunity to confirm that low-carbon electricity was used in the production of goods and services, and manufacturers will receive an additional source of investment for modernization and construction, ”commented Andrey Maksimov, director of the department for the development of the electric power industry of the Ministry of Energy of the Russian Federation, quoted by the press service of the department.
According to the Ministry of Energy, the total demand for this system can reach 200 billion kWh per year.
On April 13, 2022, Maksimov stated that the introduction of a certification system for sources of origin of electricity (green certificates) is expected at the end of 2023. Work on creating a regulatory framework for a low-carbon energy certification system began in 2020.
