Russian President Vladimir Putin signed decrees that apply to citizens of the Donetsk and Lugansk People’s Republics, as well as Ukraine. Now migrants from the Ukrainian regions and Donbass have the right not to stay in the Russian Federation indefinitely, as well as to monthly and one-time cash payments.

On August 27, Putin signed a decree according to which a number of categories of citizens of the DPR, LPR and Ukraine, who were forced to leave the territory of these states after February 18, while in Russia, can receive both lump sum and monthly payments. Disabled people and pensioners should now receive 10,000 rubles a month. Disabled people of the 1st category, disabled people over 80 years old, as well as disabled children will receive an additional payment of 3,000 rubles.

WWII veterans will receive 5,000 rubles a month. Monthly payments of 4,000 rubles for each child will also be received by parents of children under 18 years old, or up to 23 years old, if they receive education. For guardians and trustees, 15,000 rubles are paid. The only parent will receive 10,000 rubles each.

A lump sum of 10,000 rubles will be paid to pregnant women, and at the birth of a child, the payment will be 20,000 rubles. The document states that all payments must be made before December 31, 2022, and the beginning of their receipt retroactively is set on July 1 of the current year.

The procedure for receiving payments and the package of necessary documents for their execution is still being specified by the government. The registration process itself will have to go through the State Services portal.

Earlier, on the eve of the school year, Putin also ordered to pay out 10,000 rubles to the parents of schoolchildren in the DPR, LPR, Zaporozhye, Kherson, and Kharkiv regions. For payments in these regions, citizens will have to apply to the social security authorities of the regional administrations.

According to another presidential decree, citizens of the DPR, LPR and Ukraine can now stay in Russia indefinitely. The restriction on the duration of stay is canceled if citizens undergo fingerprint registration, photographing, as well as medical examinations for the presence or absence of the fact of drug use. Citizens already in the Russian Federation have 30 days to complete these procedures. In addition, now this category of citizens is granted the right to work in Russia without obtaining a patent or work permit.

Director of the Institute of Peacekeeping Initiatives and Conflictology Denis Denisov, in a conversation with MK, positively noted the adoption of these decisions, but drew attention to the problem in a systematic approach to migrants. “As you know, at the beginning of the evacuation, which began before the NWO, not all officials and departments in Russia were ready for such a large number of refugees. The state is trying to provide an acceptable minimum for the presence and stay of these people on the territory of the Russian Federation. But here, nevertheless, a purposeful comprehensive program is needed to integrate these people into the life of Russia. Either a clearly defined prospect for their return to their homeland, or their indigenization in the Russian Federation.

Denisov stressed that the bureaucracy and procedures existing in Russia are far from optimal and require serious modification. “Against the background of universal digitalization, which is a national project in the Russian Federation, we would take and transfer this entire process by 80-90 percent to the“ figure. It would make life easier for millions of people in queues moving several hundred kilometers to fill out one form, which in the end is not accepted from him. Political scientist and economist Alexander Dudchak, in an interview with MK, also positively assessed the decision of the Russian president. “In principle, these are potential citizens of Russia. The reasons for the presence of these citizens in the Russian Federation may be different. Not all of them came to Russia under the refugee program. Crossing the Russian border for many was associated with a risk to life. The fact that they are supported, otherwise it is impossible to assess positively.

The economist noted that some may be unhappy that these people will be paid money. “No one takes money from anyone. The state has no problems with financing these programs. One can notice signs of sabotage of the decisions of the supreme power, but all this can be eliminated by administrative measures. The most important thing is to enable people to move to a safe place. Provide jobs as soon as possible. I know that the regions have special employment programs in the Far East, the Urals, and the European part of the country.

According to Dudchak, clearance problems were common during the initial period of accepting refugees. “Then it was difficult to instantly debug the work, because the person who arrived in Russia did not know what to do next. People do not always have access to information. Some simply do not have the skills to search for it on the Web. The most important thing is that a person knows where to go, where to provide documents. Sometimes people left without documents and without money. On the other hand, the Russian authorities must be sure that they are not facing a Ukrainian nationalist in disguise. These are objective reasons that slow down the process, but without certain procedures this is also impossible. It’s still the security of the state. Now she should be number one.”
