Putin signed a law on the “take or pay” principle for gas supplies to enterprises

Russian President Vladimir Putin signed law, which enshrines the take-or-pay principle for long-term gas supplies. According to it, the category of industrial consumers will have a preferential right to conclude contracts.

This category includes, among other things, those industrial consumers who commission new facilities, manufacture products and generate heat or electricity. They must conclude a gas supply agreement in a specific volume.

According to the law, in the event of a shortage of gas volumes due to the fault of the supplier, the amount must be compensated. The government also receives the right to approve the rules for technological connection to main pipelines. Regional authorities, according to the text of the signed law, will be able to regulate the transition of consumers to alternative types of fuel.

The law also provides for amendments to the Urban Planning Code: developers will be able to request data on the possibility of connecting capital construction projects to future utility networks. Changes take effect ten days after publication of the document. The “take and pay” principle will come into effect from April 1, 2024.
