Russian President Vladimir Putin signed law, which simplifies the procedure for recognizing the military as dead and missing during a special operation. The document is published on the portal of legal information.

The new rules are retroactive and will apply to all deaths and disappearances of military personnel that occurred after February 24, 2022.

Now, if within six months there is no information about the place of stay of a serviceman, in particular, such information is not provided from the commander of the military unit, then he can be recognized as missing at the request of interested persons. Three months after the entry into force of the court decision on recognizing a serviceman as missing, he may be declared dead.

If there have been events that give reason to assume death, for example, disappearance in a zone of active hostilities under life-threatening circumstances, then the soldier can be declared dead after six months. Previously, to recognize the death of a missing person, one had to wait two years from the end of hostilities.

“After the court decision on declaring a citizen dead comes into force, the inheritance will open, and members of his family will be able to exercise their rights to appropriate social payments, guarantees and compensation,” Pavel Krashennikov, chairman of the Duma Committee on State Building and Legislation, commented on the amendments earlier.

Another signed law allows the issuance of a document on the death of a member of the SVO not only by a medical organization or an individual entrepreneur carrying out medical activities, but also by “another authorized person”. In addition, the commanders of military units will now have to declare the death of fighters orally or in writing to the registry office or the MFC.

The bill on the simplified recognition of the military dead and missing earlier in March contributed coordinating parliamentary group on special operation issues. As its leader, Secretary of the General Council of the United Russia party Andrey Turchak, reported, in the conditions of hostilities, confirming the death of a person is a long process, because of which the families of the victims can remain without payments and other measures of social support for a long time.
