Putin signed a decree on measures in case of disruption of the state defense order during martial law

Russian President Vladimir Putin signed decree, according to which, in the event of a declaration of martial law in companies that violate the terms of the state defense order, external management will be introduced. The rights of shareholders of such companies will be suspended.
According to the decree, the government is also instructed to form a working group on the work of companies involved in the implementation of state defense orders during hostilities. The group should work under the collegium of the Military-Industrial Commission of Russia. Members of the working group will assess the implementation of state defense orders by companies, as well as determine managers in the event that companies are transferred under external management.
In December 2022, Vladimir Putin instructed to adjust the parameters of the military-industrial complex and the state defense order. At the same time, the head of the Ministry of Defense, Sergei Shoigu, said that in 2022, the level of fulfillment of the tasks of the state defense order for the main types of weapons and military equipment was 91%. According to him, in 2023 the volume of state defense orders will increase by 1.5 times. In January the government contributed submitted to the State Duma a bill that will give the Prosecutor General’s Office access to payments for state defense orders.
