The already traditional Eastern Economic Forum (EEF) is taking place in Vladivostok from September 10 to 13. In the middle of the day on September 11, President Vladimir Putin arrived in the capital of Primorye. The main topic of his visit is the development of the Far Eastern Federal District.

The head of state was reported to the head of state by the plenipotentiary representative of the Far Eastern Federal District, Yuri Trutnev, and the Minister for the Development of the Far East and the Arctic, Alexey Chekunov, about what has already been achieved and what remains to be done in the region.

As Trutnev reported, 3.4 trillion rubles of investment have already been attracted to the region, 673 enterprises have been launched, and 125,000 jobs have been created. The main investments came in industries with high added value: gas and petrochemical, mining, metallurgy, shipbuilding, coal industry, fishing, etc. Large investments made it possible to exceed the average Russian growth rate three times. “All these results became possible thanks to the work of hundreds of thousands of Far Easterners, residents of other regions of the country and other countries. These are the general results of labor,” noted the plenipotentiary representative of the Far Eastern Federal District.

There is no less work ahead. By 2030, it is planned to attract 10.5 trillion rubles of investment, create 1,800 new enterprises and 230,000 new jobs.

We also discussed the social sphere: the increase in housing affordability, the construction of new socially important facilities, and the development of education. Thus, thanks to the Far Eastern presidential subsidy, it was possible to build 17 new hospitals, 16 schools, 41 sports centers, and 27 cultural institutions. As for education, since 2017 the number of children from other regions of Russia who entered Primorye universities has tripled. And thanks to the Priority 2030 program, 12 universities have already received an additional 6 billion for their development.

During the presentation, Vladimir Putin attended the launch of several resident enterprises of priority development territories (ASEZ) online. TOR are territories of Russia where a special legal regime for business activities has been established. ASEZs offer tax benefits and administrative preferences for residents.

A mining complex for the production of titanium-magnetite and ilmenite concentrates of the Baikal-Amur Mining Corporation was opened in the Amur Region, the second stage of the Pavlik gold extraction plant in the Magadan Region, and the Udokan mining and metallurgical plant in the Trans-Baikal Territory.

“Dear friends, I congratulate you all on today’s important and pleasant events. This is the result of the work of entire teams. Large projects that have a good future and are very necessary for the country. This is a lot of work in every direction, which ended with a good result. I am sure that you will continue to demonstrate results of this kind,” said Vladimir Putin after the opening of the enterprises.

At the meeting on the development of the region, master plans for the development of the Far Eastern territories were discussed: Vladivostok and Khabarovsk agglomerations, Blagoveshchensk, Birobidzhan, Komsomolsk-on-Amur. The main emphasis of the master plans were transport and logistics infrastructure, for example, a cross-border cable car between Blagoveshchensk and Heihe, development tourism in the regions and attracting investment. Because of the tragedy in Ussuriysk, Vladimir Putin especially noted the need to prevent any flooding of cities.

The President asked to ensure that young people stay here after studying at universities in the Far East. “We need to create conditions for them to stay here, of course. Therefore, it is so important to include in master plans a fundamentally new model of the urban economy, which is based on the development of a variety of efficient industries, creative industries, and the creation of comfortable conditions for small and medium-sized businesses,” Putin noted.

Tomorrow, the President of Russia is scheduled to speak at the WEF session, in which the Vice President of the Lao People’s Democratic Republic, Pani Yathothu, will also take part. According to press secretary of the head of state Dmitry Peskov, during the session Vladimir Putin intends to make important statements. Also at the forum there will be a number of bilateral meetings between Putin and heads of foreign delegations.
