Putin introduced to the State Duma a bill on withdrawal from the convention for the protection of national minorities

Russian President Vladimir Putin submitted to the State Duma a draft federal law proposing to denounce the Framework Convention for the Protection of National Minorities. Document published on the website of the lower house of the Russian Parliament.
The bill proposes to denounce the Framework Convention, signed on behalf of Russia in Strasbourg on February 28, 1996 and ratified on June 18, 1998. It is clarified that the resolution of the Committee of Ministers of the Council of Europe on September 27, 2022 significantly limited the powers of the Russian expert in the Advisory Committee for Monitoring the Implementation by States – parties to the convention of their obligations in the field of protection of national minorities.
On September 4, Vedomosti wrote that the denunciation of the convention will not lead to a reduction in the constitutional guarantees of the rights of national minorities: Russian legislation has norms establishing their rights, including indigenous peoples, as well as programs to support them.
