Putin instructed to toughen responsibility for setting fire to forests and grass

Russian President Vladimir Putin instructed the government to consider the advisability of introducing criminal liability for setting fire to grass and forests, regardless of the damage caused, should from the published list of instructions on the Kremlin website.
The government must prepare a report on this topic by 1 August. Prime Minister Mikhail Mishustin was appointed responsible.
Formerly Putin instructed to think over the expansion of zones for the elimination of forest fires. A report on the implementation of this order must be submitted by November 1, 2023. According to the order of the Ministry of Natural Resources of 2015, a forest fire can not be eliminated if there is no threat to settlements and the cost of extinguishing the fire is higher than the damage predicted from it.
The head of state also instructed to provide for the allocation of additional funds from the federal budget in 2023 to compensate for the costs of the regions to eliminate forest fires in their control zones. A separate item among the instructions is the implementation of measures to develop systems for automated detection of forest fires, including ground-based video surveillance systems, and to provide forest fire units with equipment and inventory, means of preventing, detecting and eliminating forest fires.
In addition, the president recommended that the top officials of the regions during the period of mass departures of people to places of tourism and recreation provide for preventive measures to comply with fire safety rules. They relate primarily to the prevention of unauthorized burning of dry grass.
