Putin instructed to optimize expert councils in government bodies and state corporations

Russian President Vladimir Putin approved list of instructions following the meeting of the Council for Science and Education, held on February 8, 2023. Among the instructions is to optimize expert councils at government bodies and state corporations, the Kremlin press service reports.
The Prime Minister of Russia Mikhail Mishustin and the head of the Russian Academy of Sciences (RAS) Gennady Krasnikov are responsible for the implementation of this order. The head of state expects reports on the implementation of the instructions by June 10.
They and their subordinates will need to optimize the expert councils operating under the federal executive authorities and state corporations. It is necessary to involve “representatives of high-tech public and private companies” in the work of the councils. Expert councils under government bodies and state corporations will have to form “a unified system for the examination of scientific and technical programs and projects financed from the budgetary allocations of the federal budget.”
In February 2023, the head of the Russian Academy of Sciences Gennady Krasnikov, during a meeting of the Council on Science and Education, proposed to streamline the field of expertise in Russia, as well as to revise all expert councils and eliminate duplication of expert functions. According to him, many expert councils under government bodies and state corporations now “commonly” duplicate each other’s functions. This scatters human and financial resources, reduces the quality of expertise, and the participation of the same experts in several councils at once takes a lot of working time, Mr. Krasnikov believes.
