Putin instructed to create institutions to combat corruption in new territories

Russian President Vladimir Putin instructed to create institutions for the prevention of corruption in the territories of the Donetsk and Lugansk People’s Republics (DPR and LPR), as well as in the Kherson and Zaporozhye regions by June 2023. Such a decree published on the official Internet portal of legal information.
At the same time, by the same date, officials responsible for the work on the prevention of corruption offenses should be appointed, and commissions should be formed to comply with the requirements for official conduct and conflict resolution. Acting regional governors were instructed to create commissions to coordinate anti-corruption work.
On September 30, Putin and the heads of the DPR, LPR, Kherson and Zaporozhye regions signed agreements on the annexation of the regions to Russia. Putin stressed that the inhabitants of the annexed territories “become citizens of the Russian Federation forever.” Referendums on the issue of joining the regions to the Russian Federation were held from 23 to 27 September. According to the results of calculations, 100% of ballots in the DPR and LPR supported joining Russia by 99.23% and 98.42% of those who voted, respectively, in Zaporozhye and Kherson regions – 93.11% and 87.05%, respectively.
On October 5, the Investigative Committee of Russia began to create investigative bodies in the new territories of the country. In early August, the Investigative Committee formed an investigative department in Donetsk. It included several territorial investigation departments deployed in the liberated cities of Donbass and Ukraine.
October 18 Interior Minister Vladimir Kolokoltsev informedthat the department will need to recruit 42,000 employees to work in the DPR, LPR, Kherson and Zaporozhye regions by 2026 and another 8,000 employees in 2026. “We have a huge shortfall. 90,000 personnel. If we use it to recruit new units in the liberated territories, nothing good will come of it,” he said.
